Promoting Climate-Oriented Reforms and Integrated Waste Management Initiatives

On Wednesday, the Indian government gave its approval for the second phase of the City Investments to Innovate, Integrate, and Sustain (CITIIS) project. CITIIS is a program under the Smart Cities Mission, aimed at promoting integrated waste management and climate-oriented reforms. The newly approved CITIIS 2.0 will be implemented in 18 cities selected through a competitive process. This program, which received the green light during a meeting chaired by Prime Minister Narendra Modi, seeks to support selected projects that promote a circular economy, focusing on integrated waste management at the city level, climate-oriented reforms at the state level, and strengthening institutions and disseminating knowledge at the national level.
CITIIS 2.0 is scheduled to span four years, from 2023 to 2027, and will be implemented in partnership with the French Development Agency (AFD), Kreditanstalt für Wiederaufbau (KfW), the European Union (EU), and the National Institute of Urban Affairs (NIUA). The funding for CITIIS 2.0 will comprise a loan of ₹1,760 crores from AFD and KfW, equally split, along with a technical assistance grant of ₹106 crores from the European Union. The program has three primary components, including financial and technical support for developing climate-resilient projects in up to 18 smart cities, as well as interventions at the central, state, and city levels to enhance climate governance.
